Triple Helix Dynamics in Vietnam's Semiconductor Ambitions: University–Industry–Government Linkages in an Emerging Economy

Abstract

Vietnam has positioned semiconductor manufacturing at the center of its industrial strategy. Using the Triple Helix framework, this article analyzes 214 university–industry–government agreements signed between 2018 and 2024 to assess how institutional linkages are forming around the chip sector. Results indicate government-led coordination with thin university involvement, suggesting a statist configuration that may constrain long-run innovation capacity.
